Governo senza energia
Al diciassettesimo punto e in due sole paginette, trovate il problema dell’energia nel programma elettorale dell’attuale Presidente del Consiglio. Chi vuole può leggerlo sul sito del suo partito e apprenderà quanto distanti siano le parole dai fatti. Sull’emergenza energetica il presente governo sta operando in continuità con il governo passato. Nessuna risoluzione o intervento strutturale contro il rave party degli speculatori che hanno occupato il mercato energetico. Neppure l’annuncio della costituzione di una unità di crisi su energia e caro bollette, data per immediata dal programma. Si continua con la solita fiera dei miliardi destinati agli ennesimi provvedimenti tampone che prolungheranno ancora la questione energetica.
Spicca, tra le recenti misure approvate dal governo, quella riguardante le estrazioni di gas italiano con la richiesta ai concessionari di mettere a disposizione da gennaio da uno a due miliardi di metri cubi di gas da destinare alle aziende energivore a un prezzo calmierato. Qui si tocca una nota che dovrebbe essere dolente, per alcune aziende energivore, se il governo però fosse coerente con quegli interessi nazionali e popolari di cui si erge a paladino. Sia Draghi, infatti, e sia Meloni pare abbiano dimenticato il caso di talune aziende energivore e del famoso Decreto Legge n. 102 del 4 luglio 2014 sull’efficienza energetica. Il Decreto stabiliva che le imprese definite energivore avrebbero dovuto investire sul risparmio energetico.
Storicamente le imprese italiane, soprattutto grandi e specialmente di taluni settori, quando si tratta di investire in efficientamento o anche in sicurezza o in modernizzazione degli impianti, sono molto pigre, a meno che le risorse non le fornisca lo Stato. Molte aziende, in particolare della grande distribuzione organizzata, inserite fra le energivore, si opposero con ogni mezzo contro tale inclusione. Oggi però, quelle stesse imprese si riscoprono energivore e pretenderanno i benefici del prezzo calmierato. In tal modo ricaveranno un profitto dal costo dell’energia, da sommare al profitto dall’aumento causa inflazione dei prezzi al consumatore dei prodotti in distribuzione.
Come definire questo atteggiamento? Ma soprattutto come sanzionare questo comportamento? È un modo di fare che danneggia l’interesse nazionale e popolare. Cosa farà il governo? Si procederà a un censimento delle imprese energivore a fasi alterne per agire di conseguenza o si farà finta di nulla? Si garantirà pari trattamento alle aziende virtuose e alle altre indisciplinate oppure si separerà il grano dal loglio? Si affronterà o si eluderà la questione?
Altro problema. Se si tassano gli extraprofitti senza intervenire contemporaneamente sul prezzo, i cittadini avranno un sollievo temporaneo ma continueranno a subire nel medio periodo costi sempre alti. E se invece il gettito degli extraprofitti fosse redistribuito attraverso i salari, le pensioni, e le assicurazioni sociali e si calmierasse il prezzo dell’energia non si innescherebbe un circolo virtuoso con positive ricadute sul potere d’acquisto e di conseguenza sui consumi? E che impatto avrebbe sull’inflazione?
Il credito d’imposta, infine. A che serve riempire il cassetto fiscale delle imprese medie e piccole di crediti d’imposta se poi queste stesse imprese si ritrovano con i conti in rosso e non possono pagare fornitori, dipendenti e bollette? Piuttosto che finanziare il credito d’imposta non sarebbe meglio sostenere il potere d’acquisto di salari, pensioni e assicurazioni sociali incrementando, anche qui, i consumi?
E a proposito di inflazione. Continuare a bloccare l’effetto inflattivo provocato dal caro-energia con lo strumento della riduzione della domanda mediante l’aumento dei tassi Bce, quando è arcinoto che la causa dell’inflazione risiede nei costi eccessivi dell’energia (leggi speculazione), migliorerà o peggiorerà l’andamento dell’inflazione? Intanto l’Eni, nei primi nove mesi dell’anno in corso, ha realizzato un utile al lordo delle imposte pari a 21,6 miliardi di euro. Si potrebbe pensare che la speculazione imperversa tra i cittadini che pagano le bollette alte per garantire ricchi dividendi. Quando finirà questa brutta storia? È cambiato il governo e anche l’opposizione ma le domande sono sempre le stesse e così le risposte. Tecnico o politico, il liberismo è sempre quello. Meloni è la versione al femminile di Draghi, Gentiloni, Monti, Renzi, Letta, Berlusconi e così via fino alla prima Repubblica; ma appellatela “il Presidente”.
