Giustizia ingiusta e libera economia

In articoli successivi ho sostenuto che in America Latina i neoliberisti, i libertari anarco-capitalisti, gli imprenditori che la pensano come loro e i governi imprenditoriali che li rappresentano, non solo mobilitano l’ideologia perversa della “libertà economica” ma hanno anche come “nemici” le tasse, i diritti del lavoro, lo Stato (https://t.ly/LbewH) e, per finire, persino l’idea stessa di giustizia sociale. Il punto di partenza è Friedrich von Hayek (1899-1992), il padre del neoliberismo, che nel suo saggio “L’atavismo della giustizia sociale” (https://t.ly/3eDRd), parla di un’idea “impossibile” e di un concetto che deve essere “eliminato” in economia.

 

Il propagandista di successo di questo pensiero in America Latina è stato Javier Milei. Nel suo libro El camino del libertario (2022 e 2024), una selezione di articoli e discorsi che lo hanno aiutato a entrare in politica prima di diventare Presidente dell’Argentina nel dicembre 2023, Milei dedica un capitolo alla dimostrazione che “la giustizia sociale è ingiusta”. Inizia considerando che i “valori etici” del capitalismo sono contestati da marxisti, socialisti e comunisti, che non considerano la “superiorità” del sistema, dal momento che ogni miglioramento economico dipende dall’accumulo di capitale e che il capitalismo ha fatto più di ogni altro sistema per promuovere il “benessere”.

Ma già a metà del XIX secolo, nel Manifesto comunista (1848), K. Marx e F. Engels sottolineavano già che “la borghesia ha svolto nella storia un ruolo altamente rivoluzionario”; che “grazie al rapido miglioramento dei mezzi di produzione e al costante progresso dei mezzi di comunicazione, la borghesia attira nella corrente della civiltà tutte le nazioni, anche le più barbare” e che “la borghesia, nel corso del suo dominio di classe, ha creato forze produttive più abbondanti e più grandiose di tutte le generazioni passate messe insieme”. Ciò che la storia ha dimostrato, da allora, è che il “benessere” generale non è arrivato con il capitalismo, almeno fino a ben oltre il XX secolo e che in America Latina il capitalismo non raggiunge, a tutt’oggi, alcun “benessere” per l’intera società, perché l’accumulo di ricchezza si è concentrato solo in un’élite, che ha reso la regione la più iniqua del mondo.

D’altra parte, l’ideologo anarcocapitalista afferma anche che è necessario partire da una “teoria della distribuzione del reddito” che consideri ciò che i diversi “fattori di produzione” “creano”, per cui gli operai ricevono il salario, i capitalisti l’interesse e il profitto e i proprietari terrieri la rendita.

Quindi, “il sistema capitalista è essenzialmente giusto”; così che “quando si cerca di modificare questi risultati naturali del sistema in modo coercitivo (redistribuzione tramite esproprio e/o tassazione), si provoca una caduta della produzione”. Ma questa è un’esatta ripetizione della vecchia concezione economica dell’imprenditore tessile ed economista francese Jean Baptiste Say (1767-1832), per il quale era una legge economica naturale e inamovibile che a ogni fattore di produzione corrispondesse il tipo di reddito già indicato. Si trattava di un’idea semplicemente descrittiva di ciò che accadeva nella realtà, ma con lo scopo di garantire eternamente il modo in cui si riproduce l’accumulazione capitalistica.

Fu proprio Marx a smontare questa concezione contrapponendola alla teoria del valore-lavoro. E aggiungiamo che la storia economica mondiale ha dimostrato che è perfettamente possibile ridistribuire il reddito, gli interessi e i profitti per riorientarli verso il benessere collettivo. È stato il caso del New Deal del presidente Franklin D. Roosevelt (1933-1945) negli Stati Uniti, delle economie sociali di mercato con welfare state in Europa dopo la Seconda guerra mondiale, ma anche dell’Ecuador durante la Rivoluzione giuliana (1925-1931) e persino dello sviluppismo degli anni Sessanta e Settanta in America Latina, anche se in tutta la regione, nonostante i progressi compiuti nella redistribuzione della ricchezza, non si è raggiunto il benessere generalizzato che era l’obiettivo sociale.

Oggi, il Paese che ha meglio realizzato la “superiorità” economica e sociale rispetto al capitalismo è la Cina, che ha eliminato la povertà estrema (https://t.ly/Xu3Xr) e si è posta all’avanguardia nello sviluppo di nuovi rapporti di produzione, come evidenziato dai diversi studi condotti dagli accademici che fanno parte del Gruppo di lavoro della CLACSO su “La Cina e la mappa del potere mondiale” (https://t.ly/t9U-V).

Seguendo lo schema dei tre fattori di produzione proposto da Say, l’intellettuale e libertario professor Milei non può che concludere: “Ogni tentativo di controllare alcune delle remunerazioni attraverso un sistema di tassazione progressiva non solo ridistribuisce in modo violento ciò che il mercato ha distribuito, ma implica anche una disparità di trattamento di fronte alla legge. Quindi, maggiore è il successo, più che proporzionale è la punizione fiscale. Di conseguenza, questo darebbe origine a un tipo di società che in tutte le sue caratteristiche fondamentali sarebbe l’opposto di una società libera. Non solo la giustizia sociale è ingiusta, ma conduce anche a un modello totalitario”.

Ma il concetto di giustizia sociale è rivendicato da una varietà di movimenti e partiti politici nel mondo occidentale (compresa la Chiesa cattolica), che dal XX secolo hanno cercato di ridistribuire la ricchezza nell’ambito del capitalismo. In America Latina, è stato un concetto altrettanto mobilitante fin dai tempi della Rivoluzione messicana, la cui Costituzione del 1917 ha inaugurato il percorso del costituzionalismo con giustizia sociale, riprodotto in molti Paesi.

Nel XXI secolo, questi ideali si confrontano apertamente con l’ideologia neoliberista e libertaria. Tuttavia, la ricerca della giustizia sociale è stata ostacolata da governi corporativi e oligarchici, come nel caso dell’Ecuador dal 2017, un Paese che ha sperimentato solo il peggioramento delle condizioni di vita, di lavoro e di sicurezza della popolazione e in cui si sono riproposti i tratti più acuti del sottosviluppo.

Recuperare le capacità dello Stato di assoggettare gli interessi privati a quelli della società, imporre tasse forti e più elevate per ridistribuire la ricchezza, promuovere e sviluppare i diritti del lavoro, sociali e ambientali, superare definitivamente l’ideologia neoliberista e libertaria, ricostruire il latinoamericanismo, consolidare una regione di pace e sovranità, in un mondo multipolare e contro-egemonico, sono diventati, tra gli altri, gli obiettivi dinamici del XXI secolo in America Latina. E continuano a suscitare la resistenza degli strati privilegiati, che oggi mantengono anche un coordinamento nazionale e internazionale contro qualsiasi progetto di economia sociale e di democrazia con giustizia sociale.
